LABOR RELATIONS 2002 NEGOTIATIONS NEWS

Georgia Power's management and IBEW, Local 84's negotiating committees met Tuesday, Wednesday and Thursday (May 7th, 8th, and 9th, 2002) to continue the 2002 contract negotiations.
Five tentative agreements were reached this week, and they are listed on the following pages. Two other presentations were made, one from the Compensation and Benefits subcommittee and the other from the Transmission and Distribution subcommittee. However, the chief negotiators, Mickey Brown and Doyle Howard agreed to send the tentative solutions back to their respective subcommittees for additional work. Negotiations will resume next week. Two meetings are scheduled for May 15 and 16, 2002.

A. Requests should be made in writing at least three days prior to the day desired off for Maintenance and (non-multi shift) Fossil Fuel personnel. Operating and Fossil Fuel (multi-shift) personnel must give at least seven days' notice. It is recommended that Operating and Fossil Fuel (multi-shift) personnel requests be made prior to preparation of the weekly work schedule for the time desired. This procedure will facilitate schedule preparation, reduce the number of employees whose work schedule has to be changed after it has been posted, and maximize the opportunity to grant the requests

Daylight savings time will be administered as follows for 24 hour per day staffing:
· In the spring when employees only work 7 hours on their regular shift instead of 8 hours, they will be paid as if they had worked 8 hours.
· In the fall when employees work 9 hours on their regular shift instead of 8 hours, they will be paid for 9 hours, including one hour at the overtime rate.
· The additional hour in the fall will be included on the overtime equalization log.

32. Any regular employee of the Company working in the sections and classifications covered by this Agreement who has been (or who may in the future) be promoted to or assigned to a managerial, supervisory, or engineering position or promoted to a staff position requiring job knowledge of and the work performed is closely associated to the work performed prior to being promoted shall (upon retirement in good standing from said position) be reinstated with full accumulated seniority rights in the same classification (or its equivalent), in the same section of the Company in which this employee was formerly employed (competency being sufficient), provided this employee applies for reinstatement within 30 days from the date of retirement from said position, and provided the medical examination does not indicate that this employee is physically or mentally unable to perform the work required. Any such employee promoted (or assigned) to an engineering position prior to July 1, 1979, shall retain seniority rights in the former section for only five years. Any such employee promoted (or assigned) to, a managerial, supervisory, or staff position between July 1, 1971, and June 30, 1979, shall retain seniority rights in the former section for only five years. Any employee promoted (or assigned) to, an engineering, managerial, supervisory, or staff position after July 1, 1979, shall retain seniority rights in the former section for only two years.

39. Employees are expected to work the shift they select. However, with the consent of their immediate supervision, shift employees shall have the privilege of exchanging shifts or parts of shifts or off days within the same work week, by individual arrangement, provided the change can be accomplished without additional cost to the Company and without resulting in any employee working more than 16 continuous hours (excluding shift turnover time) or more than 40 hours in any one work week. Management will consider the circumstances of each request.

Issues: Substation Operators
1. Remove Substation Operators from Section VII and establish them in a new Section.
2. Section seniority will transfer with the employees who are established in the new Section.
3. To protect the current preference of employees in the Fossil and Hydro Operator classifications, these employees who are currently in the Fossil and Hydro Operator classifications on the effective date of the new MOA will continue to have preference to bid to Substation Operator vacancies.
4. To protect the current preference of employees in the Substation Operator classifications, these employees who are currently in the Substation Operator classifications on the effective date of the new MOA will continue to have preference to bid to Fossil and Hydro Operator vacancies.
5. Should any employee whose preference has been protected bid to a section other than Sections VII or the new Section, he or she shall lose this protection.
